I don't know but firsh blush tells me it was struck over a bubble. Is it copper or plated? If it's copper you may have something there!

It's not a bubble nor does it have any plating issues. (green/acidic)
This is an RPM.
Aisha, I'm gonna jump out here and say that the upper portion inside the main mintmark and the lower curve are inconsistent for an RPM.
I see an issue up under the nine of the date also, so I'm going with a bubble also...
