Looks to be a little thick on the D, but probably because of a hit. In my opinion, not an RPM. That being said, I can't entirely rule out a minor RPM.

With the damage to the MM it will be really tough to tell, but I do see why you thought #19. Too bad we can't see if there are splits.

The lower serif has splits on it, but this year was also using a damaged mint mark punch. So I'm thinking not a RPM, But keep it close in case someone else sees something I might have missed.
