A most interesting 1998-D. Possible Class V DDO??

I found this 1998-D recently. I know that "classic" hub doubled dies were supposed to be eliminated with the move to the "single squeeze" hubbing process sometime in 1996. That is what makes this coin so interesting. It exhibits what appears to be doubling on the mint mark and date area reminiscent of the 1995-D Class V DDO's. The doubling is definitely raised and not shelf like. Could this be a possible Class V or deceptive MD, yet again? I know the coin is not in very good shape, but I will take what I can get on this one. Any thoughts are most appreciated! Thanks in advance!

John, in my view the "doubling" cuts into the original device in each case. Most obviously in the 9 where the cut from the bottom of the device is in the middle of the device. If we follow (imaginarily) that cut, it would split the 9. I vote for MD.
